In compliance with 49 CFR Part 23 and our commitment to fostering small business growth through the Small Business Element of our ACDBE Program, we offer a range of opportunities for eligible businesses to operate at PGD.
Small Business Opportunities at PGD
Bailey Terminal & Rental Car Center
We have a sole concessionaire agreement with Faber Coe & Gregg to operate and manage all food, beverage, news, and gift services within the commercial air service terminal and rental car center. As part of our ACDBE Program, we have asked them to participate in our Small Business Element in compliance with 49 CFR Part 23. If you qualify as a small business under these regulations, partnership opportunities may be available.
Small Business Eligibility Requirements:
1. Size Standards – Your business must meet the applicable small business size standards established under 49 CFR § 23.33.
2. Personal Net Worth (PNW) Standards – Your business must meet the applicable Personal Net Worth requirements as outlined in 49 CFR § 23.
3. Affidavit of Small Business Status – Must be completed and submitted to Cmagliozzi@flypgd.com to verify eligibility.

Food Trucks
We offer food truck opportunities in a high-visibility location between the Bailey Terminal and the Rental Car Center. Food truck operators who qualify as a small business under 49 CFR Part 23 are strongly encouraged to apply. To apply as a food truck vendor at PGD, please fill out the Vendor Application Form.
Eligible small businesses may receive a waiver of their annual fee upon submission and approval of the required documentation.
